Sessions Description

  • This panel addresses new developments in clemency and their implications. The practice of granting pardons, especially at the federal level, has changed dramatically. Until recently, scholarship on clemency largely lamented the paucity of pardon grants and commutations. But that is no longer true, at least as a matter of the numbers of clemency grants. This panel addresses new developments at both the state and federal level.
