February 2026 marks the beginning of the 5th year of war between Russia and Ukraine. Early on, the strategy was that this war would be decided on the battlefield. As U.S. support wanes under President Trump, the outcome of this war is not clear. How long can Ukraine go on without significant U.S. support? The 2022 Russian invasion broke multiple international laws, triggering a deluge of legal judgments against it, but what price has Russia paid in this regard, and will a new international tribunal on aggression hold the key to Russian accountability? Will Russia be accountable for aggression when the duty to compensate is rarely enforced by victim States in interstate conflicts, and why does it matter? These questions and more will be tackled by a panel that includes not only national and international security and law of war experts, but also Ukrainian nationals and faculty who have traveled there to assist Ukraine in its nearly half-decade of resistance to Moscow’s brutality.
