Take Arms Against a Sea of Troubles?

Is there a tension between heightened maritime security and fundamental principles of the international law of the seas -- freedom of the high seas and exclusive flag-state jurisdiction? This panel will discuss international, regional, and unilateral measures to enhance maritime security since 2001 (such as the Proliferation Security Initiative, the U.S. Container Security Initiative, Australia’s Maritime Identification System, and anti-piracy proposals before the United Nations) and any tension that these may generate with established maritime rules and regimes.
