The City as an Economic Actor
Local governments engage in a wide variety of practices that have economic motivations and effects. As an economic actor, the city wields legal and policy tools capable of bringing about (or forestalling) fiscal and social change. The city also interacts with other governmental and nongovernmental players with both economic and noneconomic agendas. Our panelists will offer three unique perspectives on the city’s economic role, addressing topics ranging from tax increment financing to community redevelopment to the management of the neighborhood commons. These presentations will set the stage for a dialogue among panelists and audience members about the implications of economic decision-making at the local level.
