    This panel addresses Russia’s invasion of Ukraine as part of a wider set of issues with broad implications for national security and human rights. Topics include the Neutrality Act and modernizing the law; the likely trajectory of the war, including the character and risks of current military and political strategies seeking to isolate Russia; historical consideration of the significance of pathologies resulting from the collapse of the Soviet Union that are now manifesting themselves in the war against Ukraine; and the surprising ways in which the Ukraine war has reinvigorated international law and international institutions in a variety of areas.
