In New York State Rifle & Pistol Association v. Bruen, the U.S. Supreme Court announced a broad right to carry handguns in public. But it cautioned that states still retain authority to prohibit guns from certain places deemed sensitive. Legal battles over sensitive-place designations have been contentious. Whether states can designate as sensitive such diverse places as summer camps, zoos, domestic violence shelters, and more have generated legal challenges. So to have state attempts to switch the default rule for guns on private property, requiring that owners opt-in to allow gun carrying rather than opt-out to prohibit it.
