This program will bring together academics and practitioners to explore the constitutional and statutory issues that are likely to arise in the upcoming redistricting cycle for Congress and state legislatures. Speakers will assess how redistricting law has evolved since the 2010 cycle, analyze how the Voting Rights Act will impact the process, and examine ways of identifying and combating racial and political gerrymandering. The roles of institutional actors, such as independent redistricting commissions, state legislatures, governors, and the state and federal courts, will also be discussed.
