    As the field devoted to regulation and the regulatory process, administrative law is a field well-suited to empirical research.  But how does one do it, and do it well?  This panel features four scholars who have recently done various types of empirical research on regulatory issues.  The panelists will share their insights and offer their suggestions about the challenges and rewards of conducting empirical research. Some panelists will address special ethical and professional restraints on those conducting research in cooperation with or as a consultant for the government as well as the expanded access to government records.
