Animals are intimately connected to human society and consequently to human laws. Over the last couple of decades or more, going back at least to Hurricane Katrina, our society has faced numerous natural disasters and man-made crises, where humans and animals suffer alongside one another. Whether facing wildfires, the economic and housing crisis of 2008, climate change, devastating hurricanes, or now the global COVID-19 pandemic, animals are tied so closely to humans such that when humans suffer, so do animals. In this program we seek to consider how these crises and laws that are used to manage and address these crises affect animals.
