Timing often foils claims to recover looted art. Direct owners may not survive the turmoil, proof of ownership may be lost, and often recovering art is postponed until survival concerns are addressed. Recovery claims are often limited by doctrines that require that claims be brought quickly. The Holocaust Expropriated Art Recovery Act made it easier to navigate past state statute of limitations, but it will expire at the end of 2026. This panel will discuss recovery under the HEAR Act, what it would look like after expiration, and recovery of looted art in other contexts, such as Cuban expropriated art.
