The climate is changing, and one of the most serious consequences has been the redistribution of water resources around the globe. This panel explores those changes, and how governments, individuals, firms, and the law will all be forced to respond. We address how changes in water availability will affect (1) the integration of surface and groundwater management; (2) climate migration patterns; (3) land use management and urban development policies; (4) technological approaches to managing water shortages (desalination, pipelines, glacial transport, atmospheric harvest, etc.) and overages (dams, flood control, aquifer recharge); and (5) managing out-of-basin transfers, environmental justice, and ecosystem impacts.
