    Financial regulation in the United States seems to track the emergence of financial, political and other crises over the course of its history. How has the regulatory system responded to crisis? To what extent can the system anticipate and forestall crisis? Is the system effective in the face of crises? This panel will explore open issues that financial regulation faces in times of crisis.
