The COVID-19 pandemic has starkly highlighted the extent to which East Asian countries have adopted law and policy responses that are strikingly diverse, with differing degrees of efficacy and success, and with different balances being struck among competing interests and rights. The same can be said of responses to other emergencies confronting the region, from climate change and trade wars to national security tensions and internal constitutional problems. What are the lessons to be learned from these diverse responses and different trade-offs in responding to crises in the region?
