The pandemic highlighted longstanding tensions with respect to who decides where and how we live. For example, local housing officials adopted disparate strategies to pandemic-era challenges, state legislatures intervened to protect the interests of tenants or landlords, and federal eviction and foreclosure moratoria and assistance funding dramatically impacted housing rights and costs.
