Offshore wind energy turbines are important sources of clean and inexpensive electricity, and they are a critical component of achieving national emissions reduction goals. However, serious legal impediments to siting and constructing offshore wind projects threaten their viability in the U.S. Panelists will address the complexity of these impediments, including federalism challenges, the effects of the Inflation Reduction Act on funding and risk management, and the impact of the federal Jones Act in restricting non-U.S. companies from the coastwise trade in the construction and servicing of both floating and fixed offshore turbines.
