The largest wave of nonviolent mass demonstrations in world history, including protests in support of racial, gender, and economic justice is occurring. In response to this civil resistance, States have imposed curfews, criminalized protests, violently attacked protesters, and expelled duly-elected lawmakers. This panel will explore the international law of protest. What explains this rise in protest? Is there a right to protest under international law? What international protections exist to safeguard those who engage in civil disobedience? What government responses to protest are unlawful? Can the international community or foreign governments intervene in support of civil resistance to authoritarian rule?
