The existing international legal order is not meeting the demands placed upon it by rapid changes in technology, illegal uses of force and challenges to the rule of law, the rise of non-State actors, and existential threats such as climate change. The international order should respond by normative development training as an explicit part of a law school’s ABA Standard 303 curriculum. This training could play a critical role in the development of the next generation of international law by better preparing all lawyers to think critically about their government’s practices and policies.
