    Governors have responded to the COVID-19 pandemic by declaring emergencies under state law. Relying on their emergency authority, governors and other state executive officials have promulgated sweeping regulations by executive order. These orders have required residents to stay home, closed businesses and houses of worship, and mandated the wearing of masks in public places. Businesses, churches, and individuals have brought dozens of lawsuits challenging these restrictions. This panel will analyze the prominent state constitutional, statutory, and administrative law issues that these suits have raised. Audience members are encouraged to share specific experiences and legal issues from their home states.
